a psychiatric hospital cut off the head of his niece's 18-month-old
daughter with a knife and brandished the severed head in a public street.
In addition to killing the baby, the killer also stabbed his niece - the
dead girl's mother - leaving her with a severe abdominal injuries.
On the day of the attack, Tatiana desperately tried to save her daughter
Natalia from her killer uncle but was stabbed as she came close to the
kitchen where Elinsky was butchering the child.
"We were about to go out, and my daughter was sitting on
her tricycle. He pulled her off, grabbed her and took her to the kitchen.
He closed the door and began to cut her. I tried to stop him and ran to
the kitchen but he stabbed me in the stomach with his knife," Tatiana said.
Mikhail Elinsky, who killed a woman six years ago, was recently released
from a psychiatric hospital after he was given the all-clear and released
as healthy.
Reports say Mikhail's niece, Tatiana had earlier pleaded with the local
authorities not to release the psychotic killer from the psychiatric
security hospital where he was detained because she believed he was still
a danger to society.

In 2011, the knifeman killed a female shop assistant in the same city,repeatedly stabbing her with a knife in what was believed to be a drunken
rage. He was diagnosed with paranoid schizophrenia and sent by a judge to
a high security hospital for treatment.

The knifeman was caught on video during a stand-off with law enforcement
officers. In the footage, he repeatedly taunted officers with a knife,
refusing to surrender - And after several attempts, he was eventually
shot three times and taken to a hospital in Astrakhan, Russia, where he
later died.
Meanwhile, Mikhail's mother Valentina Elinskaya said her son had
complained about the noise in the family home made by the little girl and
her four-year-old brother.
"He stabbed the little girl, who is his grand niece. Her mother is his
niece. His mood changed two days ago and that was it. He was walking
around and thinking about something," his mother said.
Law enforcement have confirmed the knifeman killed the child, wounded the
mother and that he died of gun shot wounds in hospital.
"Nobody warned us about this man. Nobody sent us any information about
him. It happens in our country. There were no reports to us he was about
to be released," a local police officer said.
